I want to describe a recent urban regeneration project in our city. The Flatline project began in 2015. It converted an abandoned rail corridor into a narrow, green linear park. The council said the intention was to revive a place where economic activity had once flatlined. The project cost about £3 million, although the original budget was much smaller and critics still point to the inflated figures. One of the centrepieces was a bright sculpture called the smiler. The artist nicknamed it the smiler, and children quickly adopted that name. At first the artwork provoked argument. Some residents felt shame at the neglect that had allowed the area to decline. There was also shame among councillors for past mistakes and slow responses. A late thaw in winter delayed the first planting in 2019. The thaw meant heavy mud and soggy ground for several weeks, so contractors could not work. After that, a political thaw followed, with councillors and community groups meeting more often and agreeing small changes. Flatline now hosts weekly markets and guided walks. The smiler has become a familiar sight and a photo spot. Overall, the project shows how a neglected strip can be transformed, despite expense and initial controversy.
