I want to describe a recent urban regeneration project in our city. The Flatline project began in 2015. It converted an abandoned rail corridor into a narrow, green linear park. The council said the intention was to revive a place where economic activity had once flatlined. The project cost about £3 million, although the original budget was much smaller and critics still point to the inflated figures. One of the centrepieces was a bright sculpture called the smiler. The artist nicknamed it the smiler, and children quickly adopted that name. At first the artwork provoked argument. Some residents felt shame at the neglect that had allowed the area to decline.
